The First 100 turns(Protection):

When a new round of War starts each new player starts with 100 turns ready to take. During these turns the player cannot be attacked or have intel operations performed on them. Also they cannot attack or conduct intel operations. These turns are typically called "Protection". During this time players set up their territory to do what they want to do for the rest of the round. Most players build up a solid base of Politicians so they can debate laws in their first run out. This is also a time to build up a good number of platoons to prepare to launch attacks once you can.

It is highly recommended to not try debating, researching or producing units during this time.

Since you cannot attack for the first 100 turns the only way to gain land is to use the Eminent Domain function. This function gives you between 3 and 13 kms of land as well as a small amount of cash each turn it is used.
