The territory menu is where a player has control of the domestic side of their territory with access to building, debating, researching and other options.

Construction
The construction menu allows you to build buildings on any free land you have. The maximum possible land which can be developed per turn is 200, or 300 with zoning permits. To reach this limit a player needs to have enough uneducated civilians available and $1000 per km. A list of available buildings can be found here.

Demolition
Arranged in the same way as the construction menu, this page lets you destroy buildings and free up land. There is no limit to how many buildings you can demolish in one turn.

Research Centre
The research centre menu provides access to the research centres you have employing scientists. If you have no active research centres then a message will appear telling you that you need research labs. A list of technologies can be found here. It is worth noting that researching should be done with upwards of 200,000 scientists.

Government Centre
This works in the same way as the research centre but with government centres and politicians. A list of laws and their effects is available here.

Eminent Domain
This page allows the use of turns to commandeer land and wealth from the peoples of your territory. It's a vital tool in the first 100 turns of your territory's life in gaining land to build on and using turns whilst your politicians build up. However, beyond turn 100 there are severe morale repercussions of using this option which will likely result in your territory revolting. It is therefore never a good idea to use this unless you are very aware of what you're doing or, if your territory has under 2000 land since the effect is only present above that threshhold.

University Funding

This page lets you set the ratio at which your universities graduate politicians, managers, scientists and engineers. The starting setting is politicians and it is advisable to leave it at this and read a strategy to find out more about educated civilians and there uses. Generally though, it is best to only have one of either engineers, politicians and scientists since they all require turns to use. Managers on the other hand, provide a passive bonus to income.

Release Graduates
Quite simply allows you to release educated civilians once you have finished using them in order to free up space for other educated civilians or simply employment in commercial zones.

Tax Rates
This is where your territory's tax rate can be adjusted up or down between 0 and 50%. The default setting is 45% and this is the maximum that your territory can sustain before any morale modifications. As a general rule, you should keep your tax rate as high as possible if your morale is stable enough. The only reason to have lower taxes would be to achieve a specific morale breakpoint such as 95%+.
