Germany had the most advanced military when WWII began. Although some of their individual land units were weak on paper, they had the best tactical doctrine, mobility and communications. German players have the strongest U-boats in the game as well as tanks and fighters with improved defense. German paratroopers also have a distinct advantage over any other nations paratroopers.
